Soonercare Personal Care Services: To be eligible for this program, all applicants must be residents of Oklahoma. There are also health and financial requirements in order to be eligible for the Personal Care Program. However, their disabilities cannot be so severe that they require skilled nursing level assistance or the level of care provided in an Intermediate Care Facility. This program is managed at the county level by the Oklahoma Department of Human Services office. Advantage Personal Care: To be eligible for this Medicaid waiver, an applicant must be a resident of Oklahoma. Age, functional ability, income, and assets are also all qualifying criteria for the ADvantage Program. Age and functional ability are related. Persons 21 years of age and over are eligible if the Social Security Administration designates them as disabled. Persons 65 and over do not require full disability; instead they must have a need for the level of care provided in nursing homes. The ADvantage Waiver is a SoonerCare program managed by the Aging Services Division of the Oklahoma Department of Human Services. OKLAHOMA MEDICAID SERVICES PROVIDED:
Advantage Personal Care - Oklahoma Medicaid waiver designed to help frail elders remain living in their homes, or the home of a family member, instead of in a nursing home environment. Seniors participating in the ADvantage Program can access a variety of long term care services, such as personal care and assistance, home modifications for increased safety and access, and other services.
State Plan Personal Care (SoonerCare) - Oklahoma Personal Care program providing disabled and elderly residents with the funds to retain a personal care assistant to help them manage their activities of daily living (ADLs) in their home or a family member's home.

Personal Care Services (PCS) include, but are limited to, the following :

Assisting with basic self-care tasks known as activities of daily living (ADLs). These include, but are not limited to, bathing, grooming, eating, mobility and toileting

Assisting with instrumental activities of daily living (IADLs). These are activities that allow an individual to live independently in the community. These include, but are not limited to, assistance with meal preparation, laundry, housekeeping and shopping for groceries and other essentials.

Advanced Restorative and Supportive Assistance - for individuals with a chronic condition that is stable
